GOAL: Ensure 80% of the population are included in the digital economy by 2026.

PROGRESS FOR 2026:

Technology and innovation are at the heart of Zambia’s transformation. The 2026 Budget allocates significant resources towards digital inclusion and the digitisation of national identity.

The President has prioritised connecting 800,000 Zambians by 2026 through last-mile connectivity, digitalisation of government services, and strategic partnerships with the private sector. Digital IDs will further enhance service delivery, financial inclusion, and targeted social programme access.

The Ministry of Technology and Science, the Ministry of Home Affairs and Internal Security and Smart Zambia lead the rollout. This ecosystem ensures that digital infrastructure is not only available but also accessible and affordable.

Digital inclusion is more than connectivity. It enables rural farmers to access market prices, youths to build online businesses, and citizens to interact with government services seamlessly. Innovation hubs, digital platforms, and e-services will expand opportunities for entrepreneurship and skills development.

The PDU monitors delivery to guarantee that digital systems achieve real-world impact. From tax collection to CDF monitoring, digitalisation strengthens efficiency, transparency, and citizen engagement.

By embracing digital transformation, Zambia positions itself as a competitive, connected nation in the region. This priority is not a luxury but a foundation for equitable growth and sustainable development in the digital age.
